Executive of Standards Management

Job Summary 

Plan, coordinate, and execute engagement programs with government and industry stakeholders in compliance with the Communications and Multimedia (Technical Standards) Regulations 2000, while supporting departmental activities such as reviewing certification applications and inquiries and implementing web crawler programming on e-commerce platforms to ensure efficient and seamless operations.

Job Responsibilities

  1. Coordinate with government and industry stakeholders to implement engagement and awareness programs aimed at increasing awareness of regulatory requirements for communications equipment. 
  2. Engage with the Royal Malaysian Customs Department to raise awareness on communications equipment regulated under the Customs (Prohibition of Import) Order, ensuring consumer protection and curbing the importation, supply, and use of non-compliant equipment. 
  3. Engage with the identified industry players based on the findings of market surveillance and market intelligence programs to increase awareness of the regulatory requirements for communications equipment. 
  4. Coordinate with certifying agency on the implementation of engagement activities under the annual market surveillance program in order to enhance compliance of communications equipment nationwide. 
  5. Collaborate with MCMC Academy and other training academies to organise training sessions related to the certification of communications equipment, encompassing relevant standards and technical codes, for internal personnel aiming to enhance their awareness and equip them with the necessary expertise. 
  6. Plan, coordinate and implement engagement programs with e-commerce platforms and online sellers on the certification requirements for communications equipment to enhance their awareness and ensure they complies with the regulatory requirements. 
  7. Execute web crawler programming to collect relevant data based on keywords, including prohibited and non-certified products, to monitor the sale of communications equipment on e-cornmerce platforms. 
  8. Coordinate with e-commerce platforms to issue take-down notices, ensuring their compliance and taking appropriate actions against non-compliant communication equipment listed on these platforms. 
  9. Coordinate and collaborate with the Enforcement Division on the issuance of First Information Reports (FIRs) for non-compliant communication equipment identified through monitoring activities 
  10. Facilitate and support departmental initiatives aligned with the organisation’s strategic objectives, ensuring effective delivery of goals.

Qualification & Work Experience

  1. Bachelor’s degree in Electrical, Electronic, or Telecommunication Engineering with a CGPA of 3.00 and above,
  2. Fluent in English and Bahasa Malaysia. 
  3. Good report writing and communication skills. 
  4. Good public presentation skills. 
  5. 1 – 3 years of experience in the communications & multimedia industry, standards, conformity assessment and approval of communications equipment. 
  6. Knowledge of conformity assessment frameworks or standards (e.g., ISO/IEC 17025, ISO/IEC 17065, ISO/IEC 17067, or ISO 9001) would be an added advantage. 
  7. Familiarity with programming languages such as Python, Java, or C++ for executing web crawling and web scraping exercises.
