Job Summary 

Initiate strategic policy development in emerging regulatory domains, with a particular focus on managing online content to enhance online safety, mitigate harm and address challenges posed by emerging technologies like IoT and Artificial Intelligence (AI), in line with the Commission’s regulatory roles and functions, priorities and objectives for the communications and multimedia (C&M) industry.

Plan, manage and lead strategic policy recommendation and provide the required assistance to the Head of Division in respect of the necessary work to be undertaken to ensure regulatory agility that is robust and adaptable to technological advancements, ensuring the protection of public interest, safety, and security.

Conduct policy research by comparing and benchmarking global legislative frameworks, policies, regulatory mechanisms, and best practices. Formulate strategic input, feedback and responses to internal and external stakeholders for the development of robust policies in promoting effective regulation in the rapidly evolving landscape of C&M industry.

Job Responsibilities

  • Assess the potential impact of proposed regulations to ensure they are reasonable, effective, and in compliance with existing laws.
  • Ensure new policies developed are aligned with international standards while considering the unique needs and cultural context of the Malaysian digital ecosystem
  • Engage with industry stakeholders, including service providers, consumer advocacy groups, and technology experts, to gather input and insights to ensure that the resulting policies reflect the regulatory intent and national policies
  • Identify areas where regulatory updates are needed to foster innovation especially in areas of emerging technologies such as IoT and AI
  • Review policy papers outlining the necessity, overall strategy, and mechanisms for implementation detailing the recommended approach, including proposals for future legislation on specific areas.
  • Conduct regulatory policy research thorough comparative analysis of global legislative frameworks, policies, and regulatory mechanisms.
  • Research and analyse current and emerging trends in the C&M sector and conduct surveys and market research to understand consumer expectations.
  • Engage and collaborate across Sectors and Divisions on formulation of strategic policy recommendations to ensure the practicality and alignment with MCMC’s powers and functions and National Policy Objectives (NPO).
  • Oversee the planning and execution of the Department’s planned deliverables to ensure the delivery of all works within the timeline and at acceptable quality and standard.
  • Undertake any ad-hoc tasks assigned by the Head of Division in relation to the scope of the department on timely manner to ensure the tasks are delivered accordingly.

Qualification & Work Experience

  • Minimum of Bachelor’s or Master’s Degree in Legal or Public Policy with a minimum CGPA of 3.0
  • At least 12 years of working experience with substantial exposure in C&M regulatory framework and extensive knowledge and experience in C&M laws with regulatory insights.
